Silva played a central role in the Sri Lankan Army’s brutal military campaign against the Liberation Tigers of Tamil Eelam, which caused up to 40,000 civilian deaths and incalculable suffering, and violated fundamental principles of international humanitarian and human rights law. While the Sri Lankan government has proclaimed its success in carrying out a “humanitarian operation” during the armed conflict, a U.N. Panel of Experts appointed by Secretary General Ban Ki-Moon concluded that there are credible allegations that the Sri Lankan Army committed war crimes and crimes against humanity.

The Panel of Experts report, submitted to the Secretary General on April 12, 2011, discusses the responsibility of the battalion that Silva commanded – the 58th Division of the Sri Lankan Army – in these allegations.

Silva’s appointment is also inappropriate in light of Sri Lanka’s record in U.N. peacekeeping operations. In 2007, Sri Lankan peacekeeping troops were deported from Haiti for allegedly committing crimes of sexual violence against Haitians, including underage girls.

An individual considered for the Special Advisory Group on Peacekeeping Operations should be capable of demonstrating leadership on peace, unblemished by the allegations made against Silva. Sri Lanka plans to hold the 2014 UN Youth Conference, seeks China's help for official UN endorsement

Sri Lanka cabinet has given its approval to host the United Nations World Youth Conference in 2014. Acting on a proposal put forward by the Minister of Youth Affairs and Skills Development Dullas Alahapperuma, the cabinet has given its approval to obtain official UN endorsement and to use other diplomatic missions abroad to implement the global process for this conference, Media Minister Keheliya Rambukwella said Thursday.

He said Sri Lanka is seeking the support of China and the Group of 77 to adopt UN General Assembly resolution to host the Conference in 2014.

According to the Minister, the Ministry of Youth Affairs has taken the decision to host the event to encourage the participation and involvement of youth in achieving the internationally agreed development goals including the UN's Millennium Development Goals.

However, the Ministry needs an official mandate from the UN to involve UN secretariat and its agencies and to have an official UN endorsement and seeks the official support from the Group of 77 and China to adopt the resolution in the UN General Assembly.

Indian fishermen released by Lankan court

The 43 Indian fishermen, who were apprehended by the Sri Lankan Navy were produced before a magistrate in Trincomalee and released on Thursday.
